Hi Dayne,
Unlike Office 97, Office 2000 and above use the
MS Windows Installer (MSI) to apply updates. In Office97
if you reinstalled or change features you might need
to reapply an update (AcmeSetup limitation).
With MSI, when an update is installed it is stored (cached)
in the \Windows Installer folder and reapplied automatically
should that need arise. The exception to this would be
if you cannot successfully perform a Detect & Repair
of Office using that choice in any Office 2000 help menu.

I need to reapply the SP2 to see if it fixes a problem in
Outlook. It tells me the SP has already been applied.
