Rebpublish indicator doesn't go away

We just implemented Server 2003...a PM has a plan that he has manually
updated actuals for in Pro. We are not currently utilizing the tasks and
updates functionality. He republishes and publishes all information,
published new and changed assignments. The indicator doesn't disappear.
When he tries to publish or republish again it says there is nothing to
publish. Any idea why this indicator is hanging around or how to get rid of
it?

Can you check and see if the assignments that are due to be republished
(according to the indicator) are for local resources or not. If they are
local, then setting their resource allocation to proposed rather than
comitted should do the trick.
