Recalculate & Save button are disabled in Assignment Details

I have deployed the MS Project 2007 successfully in my organization;
everything was working fine for us

in the Assignment Details page where the users used it in Web Access to
update their tasks status, the Recalculate & Save buttons are disabled (the
users still able to update their tasks from Outlook)

Can anybody help in guiding me in how to enable them again?
BTW: I am loging as Administrator with full previliges
I ma using a product with a limited license for only 16 person, could this
be the issue?? I mean is it a license issue

Dear All

I found the cause of this issue and it was because I have selected the
option of
"Time entry by Timesheet only. Users will sync to update tasks." checked
After removing it things went fine
