Recall Message - option not available

We run exchange server with Outlook 2000 and 2002
clients. The recall message is not available under the
Actions heading/menu. Any idea how we can make it appear?

Are you opening the sent message and looking in the actions menu therein?
Note - message recall rarely works at all - I would tell people not to
bother with it, as if it doesn't properly recall the message it just makes
the sender look a bit foolish (in a lot of cases it will only send another
message to the recipient stating that the sender *wishes* to recall a
message). Tell people to take a deep breath and exercise caution before
hitting Send.
