Receive Email Headers Only?

Outlook 2000, dial up connection.
Incoming message has a problem attachment which stops other incoming
messages. Outgoing messages are ok.
Each time I start Outlook it tries to send the same message and just sits
there.
Can I cancel the message?
Is there a way to configure so that mesaage headers only come in and then I
can select which messages & attachments to fully receive?
