Receive Messages as HTML

How can I set my Outlook so I will receive messages in HTML? I used to then
all of a sudden it changed on its own and now every message I receive is in
plain text. How can fix this?

It is unlikely that Outlook did this. More likely is that you scan your
incoming mail with an antivirus program and that your antivirus program
received an update which is causing it. Uninstall your AV program and
reinstall it without any mail scanning feature.

The setting for read as plain text is in tools, trust center - if that is
checked, are you scanning mail with a virus scanner? Were any updates
installed about the time the behavior changed?
