Received Email Garbled

I receive email from 1 user that looks good when I view it using my providers
Web Mail service however it is totally garbled (pictures replaced with large
text strings) when I download it into my Outlook 2002. As it only affects
email from 1 user I am wondering what might be causing it (my end or his end)
