Naturally.

If you've reformatted your system and reinstalling Outlook, clearly Outlook
has no way of knowing that in its previous incarnation it downloaded those
messages before. Outlook is simply asking your server, "do you have
messages in your Inbox", the server is answering, "yes", and Outlook is
saying, "OK, send them to me." Because it's a fresh install, even if you
kept your PST from the previous time, Outlook believes they're all new.

My recommendation is tpo log onto your server via its web interface, create
a new server-side folder, and move all those old messages from the server
Inbox to that new server folder. If they're not in the server Inbox,
Outlook can't download them again, yet they'll still be available on the
server if you need to access them from another site.

No. There only way to address the issue is as I describe in the message you
quoted - use the server to rearrange the messages so that the server won't
tell Outlook about them when it asks.
