Receiving email capability has stopped working. How do I reset?

I have Microsoft Office Pro 2003. It is an OEM. I have had to wipe my
harddrive once apparently because I downloaded the update to the Office Pro.
Each time I have done it though, I have had my Outlook stop working. This
time, I can send from a "send" capability in the program but I cannot receive
any mail. Can anyone help me with this?
