receiving massages error: no html? / enewsletter from gnu mailman

Hello. I have office 2003 small business edition, symantec norton internet
security 2006, and I am using gnu mailman v2.

I have created a one pager html enewsletter in Publisher that is being sent
as a single jpeg image, and as an email message (not an attachment). The
enewsletter contains text, pics and hyperlinks.

I email the enewsletter directly from publisher to gnu mailman, gnu mailman
then sends it to all my recipients. In this case the recipients are only
me…my hotmail address and my address through my ISP that I access via Outlook.

When I receive the enewsletter via hotmail, it is good...format, pics,
hyperlinks all work. But when I receive the enewsletter through Outlook I
receive it as only plain text (well...a small box with a red "x" is in the
upper left hand corner with just the plain text from my enewsletter). I have
also tested the enewsletter with someone who has lotus notes and everything
worked good.

Gnu mailman has all filters turned off, so it is not altering or stopping
any parts of the message.

My Outlook settings should be default.
