POP accounts have an option to "leave on server" but this is limited by
the ISPs account storage limit and the problem with multiple downloads.

If Entourage looses the message IDs, it will download again. If the
server reboots after they install a security update, all IDs will be
changed.

I suggest you switch over to IMAP accounts instead. If your ISP does not
offer IMAP there are free services that offer IMAP like fastmail.fm.

When this has happened to me, it has usually been for one of two reasons:

1. I have more than one email address, and one of them also forwards to
another, e.g., a Comcast address that gets picked up by my Gmail account. If
Entourage picks up both Comcast and Gmail, I get two copies of everything
sent to Comcast.

2. The remote server had a glitch or crashed, and they restored from backup,
which restored a bunch of messages showing as new that I had previously
downloaded before their crash.

If the problem persists for several days, call your ISP and ask if they are
having a problem that would cause this.
