Recently announced patch for prventing "hacker" address to Windows

I have wWindows 98. The newspaper announced that All
versions of Windows are vulnerable to "Hacker" intrusion.
The article spoke of a "patch" that was available to cure
the problem. Could you tell me whether this "ptch" is
available and, if so, how I acn obtain it?
