recently used file list option greyed out

Tools, options, general etc the entry for recently used file list is greyed
out.
Same in Word and Excel, etc.
NEW just takes me to the open file box.
What have I done wrong?

If TweakUI is installed on your computer, it might be set to suppress the
list of recently used files.
