"recently used file list"

I read through the other answers and I don't know what TweakUI is. My
'reccently used file list" is grayed out and I can't get it to un-gray.
HELP!!!

I also have the problem accessing my recently used file listings.
They do not show on my drop down menu of FILE,
nor on the right in the box where they once did,
and when I go to File Options General - the box is grayed out which is
supposed to allow me to change the option, thus it does NOT accept input.

I can get to the PowerToy website and it looks interesting, but I'm really
niave about knowing what to do with it once I get there. What do I download?
How do I use it?
