"Recently Used Files" Option Unselectable

I have the "When you click the File menu to choose a file from the most recently used file list, the most recently used file list is missing. When you click Options on the Tools menu and then click the General tab, you see that the Recently used file list check box is unavailable (appears dimmed)." problem described by Knowledge Base Article 284896, but the stated resolution does not apply in my case.

The article blames Tweak UI, and the stated resolution involves opening Tweak UI , and making a change. I do not have Tweak UI, so now what?

Does anyone have a suggestion?

This article is rather stupidly written, as it implies that TweakUI is the
cause of the problem. In fact TweakUI is only one of at least three ways
to accomplish that effect. Try this:

Run regedit and navigate to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
and check whether the value of NoRecentDocsHistory is set to 1. If so,
set it to zero and the "Recently Used" list should become available. If
that doesn't work, there may be a group policy involved.
