That's what POP does. If you want to see any folders other than the Inbox
contents you need an IMAP account.

Use the test accounts option, post back full err msg, together with the
version of outlook

That is how POP (Post Office Protocol) works. It only has the concept
of a mailbox. It has no concept of folders in that mailbox. There are
no POP commands to navigate to folders in the mailbox. It only has
commands to get a list and content of items stored in the mailbox.

In the webmail interface to your account, its Inbox is the mailbox that
your POP e-mail client gets to access. If you want your e-mail client
to see all folders (well, those to which you subscribe), you need to use
an e-mail client and e-mail service provider that both support IMAP
(Internet Message Access Protocol).
