Recieving error message when trying to review Issues Page in Share

"There is a problem establishing a connection with the Web server running
SharePoint Team Services. Please contact your system administrator."

Prior to this message, on the Issues page, the text states: "You have
permissions to view or submit issues in the following projects. Click the
project name to view and submit issues in that project." --
When clicking on the project name - the above problem message is displayed.

When reviewing with Admin log in... there is no problem accessing the Issues
page.

It only happens with all other users. - I've checked there permissions and
everything seems to be set correctly.

Help!!
