recipient cannot open my attachement

i have problem when im sending out attachement file no matters pdf. excel.
word out. the recipient will reply cannot open or no attachement.
i have try to set from the tool-option-mail format-to HTML. but doesnt work.
let said the mail sending out for 3 person. 2 of them cannot receive the
attachement.
what happen? how to fix?

Set mail format to plain text
Perhaps the recipients isp or AV is filtering your attachments
