Recipient can't see special characters (apostrophe, double quote, hyphen, etc.)

When I write to some people, they don't see the characters. For
examples:
my single quote gets replaced with "’",
my double quotes get replaced with "“",
my hyphen gets replaced with "â€""
and my "..." gets replaced with "…"

Everything looks ok (as I sent it in my sent box). But when the person
replies with history I can see that the text got converted in the
interim. (And they tell me they see the funny characters, too.

I've tried to send the message as Plain text, but the same thing
happens. I use "Word" with OL2002 to draft the emails. I also include
a signature with a jpg (by defualt).

This doesn't happen to all recipients - but many of them.

Is there anything I can do so that they can see the emails properly?
Sometimes it's very hard for them to read. For example:

Am I “it†â€" Was I to call you back? I’ve
lost track. Anyway, I hope all is well there â€" no complaints
here …

Seems to be a character encoding mismatch. You're supplying text in an
encoding the recipient's client isn't configured to use.

and then change them to agree?

The problem appears to be with correspondents that use Outlook Express.

The first thing you should always watch is making sure you never use Rich
Text format to send messages to Outlook Express. It just can't handle it.
Outlook's encodings can be found on Tools>Options>Mail Format>International
Options and Tools>Options>Mail Format>Fonts>International Fonts. For
Outlook Express, click Tools>Options>Read>Fonts and
Tools>Options>Read>International Settings.
