Recognize a BLANK cell? Or Null value?

Two questions:

How do I get a result based off of ANYTHING the user types
in a certain cel;?

i.e. =if(B:1=<any value>,"X","")

How do I get a result of a text message if a certain cell
is blank? (or the result of a cell with a formula in it is
blank)

i.e. =if(B:1=<blank cell>,"X","")
