Record Locks in deleting recs. from a table

Hi,

I was trying to delete records from a history data base
table using a delete query, and received the following
message: "Can't delete 978 record(s) due to lock
violations." The DB is on a network. Everyone was off
the system. Some records were deleted. I am using
Access 97. Is this a network problem?

I appreciate any ideas/suggestions.
