Record macro on Visio 2000, Windows 2000

I used Visio 2003 under Windows 2000. There was a Record Macro option
under Tools->Macros. There is no such option in Visio 2000 under
Windows 2000.

1. Is it present in Visio 2000, but merely needs activating?

2. Is it a native part of Windows 2000, that merely needs activating?
I didn't do anything to enable it.

3. If #2 is true, what needs to be done to make this functionality
accessible from within Visio?

4. If #2 is not true, what other options are available aside from
installing apps that are not native to Windows 2000?
