Record Navigation Button Blank Until Refresh (owc://)

Apprently, the image sources for the navigation buttons
are all directed to owc://GIF/[image.gif]. When my .htm
page loads (which is a Data Access Page) from the web
server, the buttons function but all are missing their
images - until I hit the browser's refresh button! I am
running IE 6.0 and am currently using Office 2003 Beta
(Windows XP Operating System)

Any help is greatly appreciated.
