Record selector/cycle not working

I have a split form with 3000 records of many different types of tools,
and in that form there is a combo box to select the tool type. This
works great, but the record selector at the bottom of the form does not
move through the records, until I actually move through the records in
the top half of the split form with my mouse, then select a record from
that part before the record selector cycles through the remaining records.

What can I do to get the record selector start at the first record and
cycle through each one?

As it is a split form, I found that I have to click on the lower half
then it will scroll through the records.
