When I choose Tools\Macro\Record New Macro... the cursor changes to a hollow
arrow with an attached icon of a cassette tape. With this icon, I can't edit
my document to record actions.

I recall this happening to me before, but I don't remember why.

Any ideas?

The macro recorder can't deal with mouse actions, apart from menu and
toolbar clicks. While recording, you need to do all your editing with
keyboard commands (which, fortunately, is not so difficult - there is a
keyboard equivalent for every mouse action).
