Recover deleted Items missing from Tools Menu

Outlook 2003 - according to this:

when I click on the "Deleted Items" folder, there should be a "Recover
Deleted Items" option in the Tools menu. there isn't.

How do I get that option to appear?

My bad - I didn't notice that the article in question stated that Exchange
server must be used for this function.......
