Recover Deleted Items not working in Cached mode

I have a 2003 server running Exchange 2003. I am connecting to it with XP and
Office 2003. I am using cached mode. I am having trouble recovering deleted
items using the deleted items option. I am not hard deleting items, just
deleting items in the Delted items folder.

Whenever I open up recover deleted items, there are none present. I then
remove cached mode. Delete another item and it is there. Why would cached
mode prevent me from recovering those items?
