The problem is described in KB article 817185.
It matches exacly the symptoms I see on several machines.
Where can I get the HotFix (can't see it on TechNet)?

Hi Peter,

As mentioned in the article you'll need to
phone MS support for that hotfix.

Often the hotfixes are later rolled into
the next public Service Pack, available for download.
