Recurring bookings not working as expected

I'm using Outlook 2003 and have created a new meeting room for people to book
meetings. I'd like to set this up so that new meeting requests and
cancellations are processed automatically and to allow users to book
recurring meetings.

While logged in under the profile of the meeting room I've created, I've
gone to Tools > Options > Calendar Options > Resource Scheduling, and checked
the 2 options to automatically accept meetings and process cancellations; and
automatically decline conflicting meeting requests. I've left the option to
decline recurring meeting requests as unchecked. I then click Set Permissions
and on the Permissions tab changed Default and Anonymous to Author permission
level (I'm not quite sure what the difference between these two are, but I
want the same permission levels to apply to all users).

I then log in as myself and create a once-off meeting which is booked
successfully. When I make a recurring booking, I get a message that:
"The function cannot be performed because the object has been deleted.
Unable to directly book a resource for this meeting."

I then hit the OK button and save and close the meeting without it being
sent. I then remove the recurrence and send it, which books the room
successfully, and then when I go into the same meeting again and change it to
a recurring meeting and click Send Update, it then books the room
successfully.

Why does this happen? Why can't I just create the recurring booking to start
with?
