red dots on baseline between words - not usual format, space, pilcrow or markup markings

What are the red dots between words when my Outlook 2003 users type a new
message?
The space bar seems to generate them. I have checked formatting, track
changes and markup and even system restored to months ago; no change.
Since these are at the baseline and not under the words, I have not found
anything to correct it.
I have seen it on multiple PC's but it is not on all that run outlook 2003
SP2 and Word 2007.

The red dots are on the baseline between words. So in the following if the
dots were in color they would all be red:

PLEASE..TELL..ME..HOW..TO..CHANGE..THIS

The red dot user can send an email to a regular user.
The red dot user views the sent email in their Sent folder. There are no
dots.
The regular user received the email from the red dot user and sees no dots.
If the regular user hits reply and types a reply to the red dot user, the
red dots re-appear only in the original text section from the red dot user.
The regular user's typed reply does not have red dots. Thanks!

Not "seems to", does. They're formatting marks.

I suspect they're above the baseline. It's a Word setting.

Logically yes they have to be formatting marks. But the usual turning off
of all formatting marks does not get rid of the red dots at the baseline. I
can toggle the other marks; dots between words mid-line, the pilcrow,
squiggles under letters - we all know what those are, but with no boxes
checked in the options - tools - formatting...we need even a registry hack
to get rid of the red dots at baseline between words.
