Red "X" image placeholders in Organize pane

Hi,

I have a fresh installation of Outlook 2003 with Office SP-3 on
Windows XP Pro with SP-3. Outlook is displaying red "X" placeholders
in the "Ways to Organize Inbox" window pane (Tools>>Organize).

Has anyone seen this behavior before? Solutions?

Try detect and repair, although it could be a security setting in IE - if
so, d&r won't help.
