red X instead of a image

Hi folks:

I have the follow problem, i have a user that she received an e-mail with a
image inside the body e-mail, I checked her mail format and it is set as a
html her message format, i downgrade her policies but, she still have the
problem, i request her that she send me that e-mail she fowarded it but can
see the image that she couldn't view.

can you help me with this please
