Red "X" where an image should be in a message

Using Outlook 2003 on an Exchange 2003 server. I have a user that gets a
message with an embedded picture in it. All they see is a red "X" if he looks
at it using the Outlook 2003 client.

If instead he goes into his web browser and looks at the message, he sees
the image.

If he forwards the message to someone else, the image becomes an attachment
and they can see it.

If that person forwards it back, and the person with the problem tries to
open the attachment, he gets the following error message;

"Can't create file; image001.jpg". Right-click on the folder you want to
create the fle in, and then click properties on the shortcut menu to check
your permissions for the folder"

What folder?!?!?

How can this be corrected?
