Red X's in Emails

When I send an email to someone pictures show up as red x's not photographs.
I am using Windows Professional, Internet Explorer 6.0 and Outlook 2002. I
have double checked all of my html settings in Explorer and Outlook but I'm
missing something. I have read other similar posts and they do not provide
an answer.

Check Tools -> Options -> tab Mail Format -> Internet Format. Under HTML
options there is an option 'When an HTML message contains pictures...';
this option should be ticked.
