Redirect feature in Outlook rules - some versions don't have feature (Outlook 2003)

At home I have microsoft outlook professional - build 11.8, at my
office I have version 11.6 What baffles me is why the version at my
office has the ability to "redirect" e-mails via creating an e-mail
rule, while my version at home does not. Is the redirect feature only
available when using an exchange server? Redirecting e-mail is
preferrable to forwarding an email, since it preserves sender info and
does not add to the sent item
