redlining and cut-n-paste

I know little about WORD. I'm readlining a doc. I want to cut-n-paste a
paragraph into the place of another paragraph and WORD is not letting me. I
did it elsewhere in the doc but having problems in one area. The paragraph
is below a picture. I can type text to replace, but not cut-n-paste. Also,
it appears when I delete text a small thin black line is drawn to the left
of the text. Is that normal?

How do I cut-n-paste into the sheet?

The thin black line indicates an alteration. If you delete a comma, or insert
one, it could easily be overlooked by a person checking your editing, so the
line alterts them to the change.
How do I cut-n-paste into the sheet?

I've never had problems with that before.

Do you have your track changes options set for showing insertions and
deletion in the text (instead of balloons off to the side)? If so, you may
be trying to copy and paste text that is marked as deleted, which Word cannot
do.

The lines to the left are change bars.
