Reference Library Grayed Out

Stumped

Hi,
We have an older version of a template now upgraded into
an OfficeXP environment. When I go into the Visual Basic
Editor the Reference Library (under tools) is grayed out
so I can select what the user needs to function.

How do I fix this?

Is teh project password protected? Remove it. Likewise for any other
document protections including for Forms.
