Refresh page at a specific clock interval

I know how to refresh a page at a specific time interval, but I'm
looking for a simple code to redirect to another page at a certain
clock time (eg: 4:00pm EST). Ideally I would like to redirect users to
a different page depending on the time of day. If they are logged on
at 3:55pm and stay on for 5 minutes, I would like to redirect them
automatically to another page.

I know this isn't really a Fronpage question, but if anyone has advice
I would appreciate it.

As Tom said you'd need to be able to program - but you probably knew that
already. There's an answer to this but we'd need to know
1/ Is it always 4pm or other times. Do you want to redirect at 3pm 10am or
some other time?
2/ Is it always EST or do you want to redirect by local time. Eg I visit at
9pm Uk time (EST + 5) Would it look silly to redirect me to a page that says
good afternoon when it's evening for me
