Refresh Rate/ODBC Refresh Rate

We're running A2003 with a SQL 2K backend. Bound forms occasionally get
ODBC timeouts even with no user activity.

Is this related to the Form Refresh Rate and/or the ODBC Refresh Rate?
Does anyone have any specific advice on how these should be set?
