regional settings won't go away

I had to setup and configure the regional setting to help resolve and issue
we had with Czech characters. I have sinced removed this feature but it is
still showing up in applications. i recently had to install Office 2003 on my
machine and now spell checker won't work becasue it thinks that the language
is in Czech. at the bottom of the window it thinks that is still is Czech. If
anyone can help me out i'd appreciate it. i really do not feel liek
rebuilding my computer and that is my next step.

I read that. but what has me totally confused though is why does this only
affect MS word. i can do spell check in excel, publisher and powerpoint?
