Registry / installation problem

I just installed Office 2003 over Office XP It willnot let me set up my
e-mail account in Outlook. Everything in Outlook Express works fine. I keep
getting this error in Outlook everytime I try to configure my account. "The
operation failed due to a registry or installation problem. Restart outlook
and try again. If the problem persists, please reinstall" The only problem is
that i have uninstalled outlook and then reinstalled it and I still have the
same problem. I also tried going through the Contro Panel / Mail set up
account and profiles and it will not let me enter E-mail accounts. Please
Help!!
