registry location for OL2003 rule

are the rules for OL2003 stored in a registry key?

if so, would someone kindly post the location.

reason I ask is that I would like to determine if a rule could be turned on or off
(the checkbox when you access rules from OL ) with an external program that reads the
registry key and sets a value to True or False (assuming it's a binary key or similar)

There's no access to the rules in OL03 by code. That feature was added with
OL07.
