Registry settings for smarttags under Office XP

I need to setup the installation for a smarttag to install for all users.
Putting the Actions and Recognizers registry values under HKLM works find for
Office 2003 but does not under Office XP. Where do I put the necessary
registry settings to enable all Office XP to see the smarttag?
