Reinstall 2003 after 2007

I've tried Office 2007 and I'm trying to reinstall 2003. I removed 2007 then
did a fresh install of 2003. At no point did it ask for my 25 digit key and
it said at one point that it could not register owsclt.dll .
The installation eventually finished but Outlook and Powerpoint won't start.
How can I manually register the .dll file and how can I enter the key when
it didn't ask for it?

I didn't read the error message correctly. Its the Type Library for
owsclt.dll that couldn't be registered.
