I just recently reformatted my laptop that runs Windows XP as per regular
maintenance, and afterwards attempted to reinstall Microsoft office 2000
standard edition that I had in the past purchased for this particular laptop.
The laptop accepted my product key, however, directly afterwards I received a
window titled "Product Compliance Check" stating that "Setup failed to locate
a valid qualifying product on your machine.". I possess Internet Explorer, as
well as Microsoft Works, so I am confused as to why I am receiving this
message (after which setup is promptly exited once I select a drive to search
for a qualifying product or simply accept) when it has both installed, as
well as worked flawlessly in the past.

You apparently have an upgrade version of office. Internet Explorer isn't a
qualifying product for anything. Works could be, depending on the version.
If Works is newer than Office 2000, then it'll never work.

Some people think they need to reformat every whatever time period. (Go
figure.)

Eh? WHY? There's NOTHING about "regular maintenance" that requires a
re-install of Windows. Who on earth told you that?

I had a run-in with an Acer "techie" (I use the word in it's broadest
possible sense!!!) who told me quite straight-faced that he personally
re-installed Windows ONCE A MONTH.....

never been impressed with acer and that tech advice only serves to
enforce the impression!

My husband and I both own Acer laptops. Great system for a little price.
Haven't had to call tech support so can't comment on that aspect. I'd have
serious doubts about anyone who say they feel the need to reformat
regularly. That tells me they are into bad computing habits like downloading
anything and everything or possibly running a lot of beta software.

The machine is OK, but well! Thank goodness I never have to ask them
anything....
