PowerPoint can do what you are asking. There are a couple points to
keep in mind.
First, to save space in the files, once you have inserted a picture into
PowerPoint you should copy it within PowerPoint rather than insert an
additional copy of the picture. The reason you should copy rather than
insert is that PowerPoint's copy feature doesn't actually copy the
picture a second time. It just points internally to the first picture,
so it saves time and disk space.
Next, the way you create the links may be causing the problem you
described. I'll give a step-by-step example that will hopefully get you
through the process.
Let's go with a step-by-step.
Open a blank presentation. Add a blank slide so that you have two
completely blank slides.
In slide #2 Insert a picture (Insert>Picture>From File or paste or
whatever way you like to do this). Drag the picture corners so you can
size the picture to the full screen or as large as you would like it to
be for the full sized view. Then copy the picture.
Switch to slide #1. Paste the picture into slide #1. Now size this one
to be small for your thumbnail.
Control-Click on the thumbnail picture in slide #1 and choose
Hyperlink>Edit Hyperlink from the pop-up menu.
In the middle of the hyperlink dialog click the "Document" tab.
In the lower portion of the dialog click the Locate button.
Click the triangle next to Slide Titles
Click 2. Slide 2.
Click OK
Click OK
That's it.
Now all you have to do is use File>Save As Web Page and PowerPoint will
save an .htm file and a folder full of files. Double-click the htm file
and internet explorer will open the presentation. You'll see that you
can click on the thumbnail and then the appropriate slide will be displayed.
You should check the options for saving as web page before you do your
final save. Don't include a copy of the presentation, for instance,
unless you really want to have a copy of the entire presentation saved
in the web folder that PowerPoint makes.
If you check the file sizes inside the folder you will see that the
thumbnails are saved as small files and the full size files are larger.
PowerPoint is very smart about file sizes.
The saved web sites only work in Internet Explorer. That's a drag for
OmniWeb fans, but that's the way it is at the moment.
