Relink forms to another template

I have 2 form libraries. First with a full template that submits and saves to
both form libraries. This library is used for Contract Analysts to create &
Update the form.
The second library has another template that has a few sections either
hidden or disabled for inputs so that other people in the business can look
at non-restricted information only.
Only problem is that when the form is submitted to both libraries, the forms
in the second library do not automatically link to the template in that
library, but it is a manue SgharePoint action for each form before the new
template is used when the forms in the second library are opened.
Is there a way to have the forms in the second library link automatically to
that template upon submit / save rather that to the template that in the
first library from where it was created / saved?

The alternative would be to save only 1 form (which will go be in the first
library), but to have the second library with a different template linking to
the forms in the first library. The second library need not have access to
update the forms (in fact it would be better if save/submit is disabled in
the second library.
