Reminders for unsent Outlook emails - 2007

I would like to be able to create a reminder in an email "string" that is not
intended to be sent. Outlook 2007 indicates that the reminder flag will not
be set until the email is sent. This was an useful option in Outlook 2003 and
I'd like to be able to use it in Outlook 2007.

Ideas? Options?
