Remotely manage Outlook Profiles on client machines

I would like to be able to set up, delete, or re-configure Outlook profiles
on client machines through the network.

Is there an existing tool that I can use to manage Outlook Profiles on
client machines?

or

Is the information accessible from Microsoft that I can get to so I can
create my own?

Microsoft uses text files with a .prf extension and a highly structured format to provide information to OUtlook that enables Outlook to create or modify a mail profile. You can create such .prf files with the Custom Installation Wizard or Custom Maintenance Wizard tools in the Office Resource Kit.
