Remove encryption or permission restrictions on a file

I have written micros into a 2003 Excel file. When I attempt to save
it on my other computer with 2007 Excel, it deactivates the macros and
gives me a security alert that states:

"To run these macros, remove the encryption or permission
restrictiuons on the file."

I have no idea what that means. In addition, I will eventually make
this file available to other users and need to find a way of
eliminating this problem so it can be opened unhindered. Are there
any suggestions or solutions? Thanks in advance.

The information, daunting as it is, looks well worth while. Sorry,
